Key dates for provisional licenses

This timeline outlines important dates and deadlines for provisional licenses. A PDF of this information is also available to download.

2031

  • January 1, 2031: Last day for DCC to issue provisional licenses to local equity retailers (non-storefront and storefront).

2026

  • January 1, 2026: Last day for any provisional license to be in effect
    • Exceptions: Certain local equity retailers (non-storefront and storefront).

2025

  • January 1, 2025: Last day for DCC to renew provisional licenses.
    • Exceptions: Local equity retailers’ (non-storefront and storefront) provisional license may be renewed until the annual license is issued/denied or until five years from the date the provisional license was issued, whichever is earlier.

2024

  • January 1, 2024: Last day for provisional cultivation licenses that would result in an operation equivalent to a Type 5, 5A, or 5B license to be in effect.

2023

  • January 1, 2023: Last day DCC can renew provisional cultivation licenses that would result in an operation equivalent to a Type 5, 5A, or 5B license.
  • March 31, 2023: Deadline for local equity applicants to submit a license application and be considered for a provisional license.
    • Exceptions: Local equity retailers (non-storefront and storefront). 
  • June 30, 2023: Last day for DCC to issue provisional licenses to local equity applicants.
    • Exceptions: Local equity retailers (non-storefront and storefront). 
  • July 1, 2023: Provisional renewals become subject to additional requirements.

2022

  • March 31, 2022: Deadline for submission of applications to be considered for provisional licenses. 
    • Exceptions: Certain cultivation license applicants (view restrictions); local equity applicants unless the license will result in an operation equivalent to a Type 5, 5A, or 5B license
  • June 30, 2022: Last day for DCC to issue provisional licenses for all license types including licenses resulting in operations equivalent to a Type 5, 5A, or 5B license.
    • Exceptions: Certain cultivation licenses (view restrictions); local equity applicants unless the license will result in an operation equivalent to a Type 5, 5A, or 5B license
  • June 30, 2022: Last day for DCC to issue provisional licenses for outdoor cultivation sites exceeding 20,000 square feet of total canopy.
  • June 30, 2022: Deadline for cultivators to submit an application and be considered for a provisional license. Cultivation sites must be less than or equal to 20,000 square feet of outdoor canopy, or less than or equal to 22,000 square feet of indoor or mixed light. This does not apply to local equity applicants.
  • July 1, 2022: Provisional license renewals become subject to specified conditions.
  • September 30, 2022: Last day for DCC to issue provisional licenses for cultivation sites less than or equal to 20,000 square feet of outdoor canopy, or less than or equal to 22,000 square feet of indoor or mixed light. This does not apply to local equity applicants.

2021

  • July, 2021: Assembly Bill 141 & Senate Bill 160 take effect. Applicants must meet specified conditions in order to be issued a provisional license. 
  • December 31, 2021: Deadline to submit applications for provisional cultivation licenses that would result in an operation equivalent to a Type 5, 5A, or 5B license. This deadline applies to all cultivation applicants, regardless of equity status.

(1) From March 31 item: License applications for mixed light and indoor cultivation at or less than 22,000 square feet of contiguous premises and outdoor cultivation at or less than 20,000 square feet of contiguous premises.

(2) From June 30 item: Licenses for mixed light and indoor cultivation at or less than 22,000 square feet of contiguous premises and outdoor cultivation at or less than 20,000 square feet of contiguous premises.
